The lapse in authorization for the #CFATS program means that we can no longer require high-risk chemical facilities to implement security plans—plans that are instrumental in reducing the risk of dangerous chemicals being weaponized. 89 million people live within two miles of a high-risk chemical facility. The willingness of bystanders to come forward with concerns for the wellness and safety of themselves or others is a key component of violence prevention efforts in schools. The K-12 Bystander Reporting Toolkit was developed in partnership with the U.S. Secret Service to provide simple strategies and guidance to help school leaders implement or enhance safety reporting programs and create school environments where students are more willing and able to report concerns.
