Dr. Tarek Kamel Award for Capacity Building

About

The Dr. Tarek Kamel Award for Capacity Building was established in honor of the late Dr. Tarek Kamel, an internet pioneer known for his contributions to global internet governance. At the time of his passing, Tarek Kamel was ICANN's Senior Advisor to the President and Senior Vice President for Government and Intergovernmental Organization Engagement. In this role, Tarek spearheaded ICANN org's efforts to build stronger relationships with governments, ministries, and IGOs on Internet governance issues. Tarek was passionate about the multistakeholder approach to building one strong, stable, and interoperable Internet for all people across the globe.

The annual Dr. Tarek Kamel Award for Capacity Building recognizes ICANN community members for significant efforts in developing capacity in areas related to ICANN's Mission. The award is presented at the welcome ceremony of the ICANN Annual General Meeting.

Eligibility

ICANN Community members with at least five years of active participation will be considered for this award.

Selection Criteria

The ideal recipient will have at least five years of:

  1. Significant contributions to national, regional, or global capacity-building programs related to ICANN's Mission.
  2. Developing capacity-building programs that positively influenced the multistakeholder model and diversified participation at ICANN.

A cross-functional ICANN org review panel will consider the nominations in light of the criteria and recommend a short list of nominees to the ICANN Board. The ICANN Board will evaluate the short list of candidates and make the selection.

Nominations

  • Any ICANN community member or an ICANN community group (e.g., a Supporting Organization (SO), Advisory Committee (AC), or a constituent group of either an SO or an AC) may submit a nomination.
  • All nominations must be submitted via a nomination form.
  • All nominations must include detailed information, and documentation where applicable, about why the nominee meets the award criteria.
  • Self-nominations are not allowed.

Please note that there is a recognition effort called "Tarek Kamel Fellowship Recognition," which is integrated into the existing Fellowship Program and separate from the Dr. Tarek Kamel Award for Capacity Building.

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
