Support Recommendation intent with wording change
If you support the intent of Guidance Recommendation 9 but think it requires a wording change, please provide your revised wording and reason here.

ICANN org should develop a flexible, predictable, responsive Applicant Support Program that informs applicants of their evaluation outcomes and support levels promptly. This should also be modeled according to principles that offer metrical measures that are user driven in parameters of competence, usage, use case build and localization of the domain resources. Furthermore, deeper collaborative and interregional studies and advocacy should be engaged in the aim of deeper practical awareness building, collaboration building and feedback mechanism from application and stakeholders.

Reason:

it combines the metrical and intangible elements of measuring people Centered impact of the program

If you do not support the Guidance Recommendation 9, please provide your reason here.

Summary of Submission

TheApplicant Support Program (ASP) aims to increase the diversity and inclusion of new generic top-level domains (gTLDs) by providing financial and technical assistance to eligible applicants from underserved regions and communities. To enhance the impact and sustainability of the ASP, I propose the following actions:

  - Conduct deeper collaborative and interregional studies and advocacy to understand the needs, challenges, expectations, and outcomes of past and potential applicants, and to share best practices, lessons learned, and success stories among applicants and stakeholders from different sectors and backgrounds.

  - Develop a multilingual knowledge based competence scheme that provides online and physical training and guidance for applicants in various topics and skills related to applying for a new gTLD, such as proposal building, financial intelligence, technical and legal aspects, and domain resource localization.

  - Partner with registers and registries to produce and distribute clear and accessible materials that explain the benefits, requirements, and procedures of the ASP, and to promote the ASP through their platforms and networks, such as websites, newsletters, social media, or events.

  - Model the ASP according to principles that offer metrical measures that are user driven in parameters of competence, usage, use case build and localization of the domain resources, and that inform applicants of their evaluation outcomes and support levels promptly.
