The proper citation of the NIST WebBook

Data in the WebBook should be cited as though they are in a series of chapters in a book. The individual chapters are not the pages of data on a single molecule but rather the collection of data of a particular type. The "book" containing these chapters is "NIST Chemistry WebBook, NIST Standard Reference Database Number 69, Eds. P.J. Linstrom and W.G. Mallard"

For example, a complete citation to the "chapter" by William E. Acree, Jr., James S. Chickos titled "Phase Transition Enthalpy Measurements of Organic and Organometallic Compounds" would be:
