awesome work on the downs! lets keep sending emails & calling and getting these sites shut down by the ISPs in the US & UK!
The Planet & Cogent have the most, has to be against their AUPs. Assisting the IRGC is likely against US (and UK?) law, I've included the link to the treasury report that included the IRGC as a terrorist group in my emails to ISPs. Here is the link if anyone else wishes to do so.

A method gov sites are doing is to block these sites for some IP ranges in some countries that they get attacked!
I mean farsnews.ir (farsnews.net) and gerdab has been blocked for some IPs and they think these sites are down but they are not!

A large chunk of them have U.S. (& a couple UK) ISPs/hosts, there are legal means to get those sites down. I cannot imagine The Planet wanting to be known as the basiji net. If enough people complain, it would be bad for business -not to mention the potential illegal factor of hosting sites w/pictures for people to be tortured by a group the US State Dept deemed "terrorist".

i have gotten word from my friends in iran , when i ask what is most important thing we can do for u. we i mean the IT ppl, they say that if we can take down some of these bad site in anyway, to help them.

Good effort.

I am taking another way to slow gerdab.ir I have sent an automatic comment reply and refreshing the search on it. As far as I know it would hurt specifically the server as it has to execute commands on them, but it is too brute-force-ish and easy to respond to. But doing what I can.
