Replaces IESG agenda administrivia items (roll call, preliminary minutes, and action items) that had been accessed through the filesystem with
TelechatAgendaContentmodel instances. Provides rudimentary management of the contents.Waiting for tests before it will come out of draft, but I think what's here is ready for review. Feel free to wait until it comes out of draft if you prefer.
