Abstract: This Liaison statement informs IETF about a new work item adopted by
Study Group 20 that closely relates to work proposed in the IETF under their
Identity Enabled Networks (IDEAS)

During the last ITU-T Study Group 20 meeting in Geneva, 4-15 September 2017, a
new work item was proposed concerning the development of a Recommendation on
“Unified Identity/Identifier/Locator Split (UIIS) Services and Architecture in
IoT Environment” During the discussion, ITU-T Study Group 20 became aware that
closely related work is being proposed to take place in the IETF and therefore
ITU-T SG20 would like to inform you about the scope of the work proposed to
take place in ITU-T SG20, as well as some of the items that are currently
expected to be developed by the IETF or other SDOs.

ITU-T SG20 hereby includes the scope of this work item as agreed and kindly
asks the IETF to inform ITU-T SG20 about the scope of the proposed work.

For future network evolution, there exists a stream that proposes to decouple
the traditional IP address into node identifier and routing locator, which is
also known as Identifier/Locator Split (ILS) paradigm for future networks
[ITU-T Y.2057]. However, in reality, there co-exists multiple ILS schemes such
as LISP [RFC6830], HIP [RFC7401], ILNP [RFC6740], and so forth. All these ILS
schemes share a similar abstract concept but with distinct design details and
application scenarios. Recently, some of ILS schemes are proposed and tailored
for IoT applications, such as HIP for IoT security enhancement, LISP for IoT
mobility, etc., while the non-IP protocols may take the IP-based payload in ILS
paradigm as payload at data link layer frames for extended and value-added
functions. Also, the role of Identity with explicit binding with Identifiers
could be of interest for IoT as well, which can provide many enhanced functions.

In addition, IoT enabling technologies are highly diversified nowadays, which
might be regarded as IP and non-IP solutions in general. The Recommendation
[ITU-T Y.3034] provides architecture for interworking of heterogeneous
component networks in ID/locator split-based future network, there still is
lack of new methods to enable all ILS-based interworking, under a unified
identity/identifier split and identifier/locator split architecture.

As a result, the intent of this proposed new draft Recommendation is to provide
a unified identity/identifier split and identifier/locator split architecture
for future networks, with a dedicated focus on diverse IoT interconnections and
applications. For which a set of basic and value-added services, with some
necessary interfaces, will be studied. Specifically, the following main
contents will be presented for filling the gaps of existing technologies: -
Define identifier and locator split for non-IP technologies; - Develop
interworking mechanisms between IP and non-IP technologies; - Develop UIIS a
common service mechanism which enable interoperability under a unified IIS and
ILS paradigm; and - Identity/Identifier-based services, especially for their
customized services in different IoT applications.

This work may rely on the following basic services and technologies which are
expected to be developed by other SDOs, in particular the IETF IDEAS working
group when it has been created: - Identity service; and -Mapping service.

ITU-T Study Group 20 welcomes further collaboration with IETF regarding this
activity.
