Correct, the last DST transition was Sep 1991 and since then the time zone Asia/Shanghai has always remained on standard time.

That ruleset (i.e. no transitions since Sept 1991) is still in effect for Shanghai (China).

The rule certainly still exists - you included a copy of it in your email!
