Just FYI:

I have now also created a PGP/GPG signature file for the copy of the 
IERS leap second file available via the Meinberg web site:
https://kb.meinbergglobal.com/kb/time_sync/ntp/configuration/ntp_leap_second_file#the_leap_second_file_at_meinberg

The main reason Meinberg provides a copy of this file is that many time 
server devices manufactured by Meinberg periodically check for an update 
to the leap second file.

If the file is available via the Meinberg website, this does not place 
any load on the IERS web server.
