Yes, they're available, e.g.,:

https://data.iana.org/time-zones/releases/tzdb-2024a.tar.lz.asc

and similarly for tzcode and tzdata.

Perhaps there should be be links to these signatures from 
<https://www.iana.org/time-zones>, in another column of the "Latest 
version" table.
